A GOP proposal is expected in the coming weeks to replace the current annual budget resolution and appropriations bills with a biennial resolution and two-year spending bills, which would be adopted and enacted during the first session of each Congress.  Majority Leader Eric Cantor of Virginia said the House will probably vote on a budget process restructuring when the chamber considers the fiscal 2012 budget. A biennial budget procedures bill (HR 114) has been offered by Rules Chairman David Dreier of California and 13 GOP cosponsors.  (read more)
