Rep. Dennis Ross Announces Support For Ban on Bump Stocks

U.S. Rep. Dennis A. Ross (R-FL-15), Senior Deputy Majority Whip, has announced his support for a ban on the manufacture, sale, and possession of devices that increase the rate of fire of semi-automatic weapons.

“Modifying a weapon to circumvent the law is a crime—and adding a bump stock to a rifle should be treated no differently than sawing off the barrel of a shotgun,” said Rep. Ross. “I fully support the Second Amendment and the right to keep and bear arms—this is about consistent enforcement of the automatic weapons ban.”

The bill, H.R. 3999, is offered by Rep. Carlos Curbelo (R-FL-26), and amends Title 18, United States Code, to prohibit the manufacture, possession, or transfer of any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machinegun, and for other purposes.

Background: The National Firearms Act of 1934 restricts the ownership of machine guns, or firearms that fire more than one cartridge per trigger pull. In the aftermath of the Las Vegas shooting, authorities discovered that the shooter used rifles equipped with “bumper stocks” that allow a rifle to simulate the firing of a machine gun (through multiple trigger pulls).
